Interim Licensure

The College of Registered Nurses of Newfoundland and Labrador (CRNNL) is the regulatory body for all registered
nurses (RNs) and nurse practitioners (NPs) in the province. The primary mandate of the College public protection
through regulating the profession. The College achieves this by ensuring all RNs and NPs meet the requirements for
registration and annual licensure and by promoting standards for safe, competent and ethical nursing practice.

What is interim licensure?
An interim license is a time-limited (4-6 months) to practice nursing in Newfoundland and Labrador while finalizing
requirements for registration.

Who is eligible for an interim license?
An interim license may be issued to new graduates and internationally educated nurses (IENs) who has been granted
provisional registration (see CRNNL Provisional Registration Fact Sheet). Applicants must submit an interim licensure
application and pay the licensure fee.
An interim licence may be issued to a current or former registrant who no longer meets the currency of practice
requirement, in order to participate in the College’s Supervised Practice Experience Program (SPEP) for re-entry
purposes.

What is an Interim License-II (IL-II) and who is eligible to apply?
An IL-II is a time-limited (6 month) licence to practice nursing in Newfoundland and Labrador following registration
examination failure, first attempt. The IL-ll is subject to conditions and restrictions; specified in the application. If
unsuccessful on second attempt of the registration exam, the IL-II is revoked and the individual is no longer eligible to
practice nursing until they have passed the registration examination.

What is an Interim Licence – Conditions (IL-C) and who is eligible to apply?
An IL-C is a time limited (6 month) licence with conditions to practice nursing in Newfoundland and Labrador for
participation in the College’s Supervised Practice Experience Program (SPEP). SPEP is regulatory program that is
employment focused for eligibly IENs and re-entry nurses to allow them to gain currency of practice hours to be
eligible for RN licensure. An IL-C may be renewed.

What is an Interim Licence – Restrictions (IL-R) and who is eligible to apply?
An IL-R is a time limited (6 month) licence with restrictions to practice nursing in Newfoundland and
Labrador for eligible IENs in a restricted employment setting, while completing education courses (theory
and clinical) for the missing content areas. An IL-R may be renewed.

Interim Licensure
What nursing title is the interim license holder permitted to use?
All interim licence holders (IL, IL-II, IL-C, IL-R) should introduce themselves as a ‘Graduate Nurse’ and should sign
their name with the initials ‘GN’. Interim license holders are not permitted to use the title Registered Nurse until they
have met all requirements for registration and have obtained a practicing license.

Does the College place restrictions and/or conditions on an interim license?
IL – No conditions or restrictions are placed on licence by the College. However the employer may place conditions
or restrictions on the practice of the gradate nurse or IEN in the employment setting.
IL-II, IL-C & IL-R- Yes — conditions may include a supervision requirement, completion of education, restricted
employment setting, or submission of clinical evaluation or other documentation The specific conditions or
